A new Chicago Children’s Museum in Daley Bicentennial Plaza will be a wonderful complement to the cultural venues along East Randolf. If the structure is kept low and surrounded by gardens and walkways, it could comply with the series of Illinois court rulings known as the Montgomery Ward Decisions.
